eMPF Platform Company expresses grave concern over the impersonation of MPF scheme members by a criminal syndicate
The eMPF Platform Company Limited (eMPF Company) expressed grave concern over a criminal syndicate involved in fraud and money laundering, which was recently neutralized by a Police operation. The perpetrators are suspected of using high-quality forged identity cards to impersonate MPF scheme members and unlawfully open eMPF Platform (eMPF) and bank accounts through electronic identity verification (electronic Know Your Customer (eKYC)).
To safeguard the interests of MPF scheme members, the eMPF Company has temporarily suspended the use of eKYC for eMPF registration for a detailed risk assessment. While members of the public can continue to use “iAM Smart” to register with the eMPF, the eMPF Company is exploring other feasible identity verification methods that can replace eKYC and will announce relevant arrangements as soon as practicable. Meanwhile, the eMPF Company has strengthened the handling of MPF withdrawal applications, including requiring scheme members to undergo additional identity verification.
A spokesperson for the eMPF Company said that these arrangements are designed to further safeguard the interests of eMPF users. The eMPF Company apologizes for any inconvenience caused by the new measures.
The spokesperson expressed gratitude to the Police for its swift action in arresting the suspects and noted that the eMPF Company had immediately reported the matter to the Police upon learning of the case and rendered its full support for their investigation. The eMPF Company has been in contact with the users affected by the case, and after considering the circumstances, has arranged to fully restore the fund unit balances of the affected accounts. There are no other users affected by this other than those already identified by the Police. To ensure the protection of MPF scheme members, the eMPF Company has proactively reviewed all eMPF accounts registered with eMPF through eKYC, in addition to its routine operational checks.
The spokesperson emphasized that the case involved individual criminals using high-quality forged identity cards to commit fraud and did not involve the security of the eMPF. The spokesperson reiterated that information security is a top priority for the eMPF, which has implemented multiple layers of protection. In addition, the eMPF Company adheres to government policies, guidelines and measures for storing and handling confidential data, while referencing international information security standards and best practices to put in place multi-layer security measures. All important data, including eMPF information, is protected with multiple layers of encryption to ensure its safety.
In light of this incident, eMPF Company, together with the Financial Services and the Treasury Bureau, the Hong Kong Police Force, the Digital Policy Office, the MPFA and the relevant financial regulators, is conducting a comprehensive review of authentication and anti-counterfeiting measures.
