MPFA Chairman’s Blog - eMPF™ achieves full onboarding

MPFA Chairman Mrs Ayesha Macpherson Lau announced in her blog post published today (3 May) the completion of onboarding to the eMPF Platform (eMPF), marking the culmination of nearly two years of dedicated efforts. eMPF is a centralised electronic platform that has successfully integrated MPF administration systems of all 12 MPF trustees, providing one stop administration services for MPF schemes covering approximately five million scheme members, 300,000 employers, 11 million MPF accounts and more than $1.5 trillion MPF assets. This represents the most far reaching reform since the implementation of the MPF System. With all MPF schemes now onboarded to eMPF, demand for services has continued to rise, and support will be enhanced on all fronts.

 

To augment the processing capacity of the three eMPF service centres and shorten handling time, starting mid-May, all service centres will extend their service hours on Saturdays and add service sessions on Sundays. Additionally, more appointment slots will be added to meet growing demand. The eMPF team has also started setting up registration and enquiry booths at various MTR stations from last week, helping scheme members register and receive immediate assistance on their enquiries. The eMPF fleet will also enhance its services by collaborating with the Home Affairs Department, the Hong Kong Housing Authority, Heung Yee Kuk and various district organizations to conduct seminars and set up registration and enquiry booths in local communities to strengthen support across the city.

 

The eMPF team has also developed a series of tailor made outreach support initiatives targeting workers in the construction and catering industries under MPF Industry Schemes. These initiatives include conducting briefing sessions jointly with industry stakeholders and trade unions, arranging visits by the eMPF fleet to workplaces, and setting up registration and enquiry booths at industry councils, training centres and employment centres to provide on-site support and registration services and answer workers’ enquiries.

 

Starting mid-May, dedicated support activities for micro, small and medium sized enterprises will be held on weekends. In addition to addressing enquiries relating to eMPF, these activities will feature leisure elements to help participants become familiar with using eMPF in a relaxed and accessible manner. Mrs Lau said she was pleased to see the continued rise in the adoption of eMPF, with the growing economies of scale becoming increasingly evident and the pace of fee reduction accelerating. The average administration fee previously charged by trustees was 58 basis points (bps) (0.58%). Since the launch of eMPF two years ago, the level has been reduced to 37 bps (0.37%) under eMPF. As the fee reduction momentum continues, effective 1 April this year, the eMPF fee was further reduced from 37 bps (0.37%) to 29 bps (0.29%), representing another cut of 22% and halving the administration fee previously charged by trustees. With more and more users adopting the digital interface for using eMPF services, Mrs Lau believes that the eMPF fee can be further reduced to 20-25 bps (0.20%-0.25%) in the future. She said she was confident that administration cost savings of $50 billion can be achieved in less than 10 years. The fee reduction will directly benefit all MPF scheme members, yielding more substantial long-term returns for their retirement savings.
