MPFA attends joint meetings organized by IOPS and OECD, IPRA annual conference and OECD Roundtable in Paris, France (8-10 September 2025)
Managing Director Cheng Yan Chee and Executive Director (Policy) Eric Cheng attended joint meetings organized by the International Organisation of Pension Supervisors (IOPS) and the Organisation for Economic Co-operation and Development (OECD), an academic conference arranged by the International Pension Research Association (IPRA), as well as the inaugural OECD Roundtable on Global Financial Markets from 8 to 10 September 2025 at the OECD headquarters in Paris, France.
At the joint meetings, Cheng Yan Chee briefed the attendees on full portability of MPF, which is the latest milestone of the MPF development. Full portability will allow scheme members to transfer MPF benefits derived from employer mandatory contributions under the current employment to an MPF scheme of their choice. The launch of the eMPF Platform in June last year and the abolition of the MPF offsetting arrangement that took effect in May this year have opened up the opportunity to implement this initiative. Full portability will enhance autonomy of scheme members in MPF management, thereby invigorating competition in the MPF market and driving further fee reduction. In line with the OECD Core Principles of Private Pension Regulation, the policy initiative has received attention and recognition from representatives attending the joint meetings.
Cheng Yan Chee also shared MPFA’s experience in conducting stakeholder consultation on IOPS’ revised Principles of Private Pension Supervision and key recommendations for other jurisdictions’ reference. The Principles of Private Pension Supervision is a flagship document that provides guidance on efficient and effective pension supervision and has been widely referenced by pension supervisors worldwide.
In addition to the presentations given at the joint meetings, both Cheng Yan Chee and Eric Cheng actively participated in the discussion on other pension-related topical issues, such as life-cycle investments, supervision of alternative investments, retirement financial advice and governance of pension funds.
The IOPS is the international standard-setting body for pension supervisory issues with the objective of improving the quality and effectiveness of the supervision of private pension systems globally.
