MPFA meets LegCo Member and practising doctors to exchange views on combating forged medical certificates (27 May 2026)
MPFA Managing Director Cheng Yan-chee and Chief Operating Officer Cynthia Hui, together with Deputy Secretary Miss Sharon Ko of the Financial Services and the Treasury Bureau and representatives of eMPF Platform Company Limited (eMPF Company), met with Legislative Council Member (Medical and Health Services) Dr Hon David Lam Tzit-yuen and other practising doctors on 27 May to exchange views on recent cases involving suspected forged medical certificates and to listen to their views and suggestions on strengthening verification arrangements.

Cheng said that MPFA accorded great importance to combating MPF-related fraud and has been working closely with the eMPF Company and relevant stakeholders to continuously enhance the vetting and verification processes. With the centralized administration of MPF schemes under the eMPF™ Platform (eMPF), suspicious cases can be identified more effectively and referred to law enforcement agencies at an early stage, strengthening overall prevention and enforcement against fraudulent activities.

He added that, upon the launch of eMPF, MPFA had already made advanced preparations. Last year, MPFA proactively engaged with medical professional bodies and, together with the eMPF team, reviewed the handling of medical certificates and relevant arrangements, while promoting enhancements to the verification mechanism, with a view to reducing the risk of misuse or forgery and further safeguarding the interests of the medical profession and those of scheme members.

He welcomed exchanges of views with the medical sector on relevant issues to enhance communication and said MPFA would continue to adopt a multi-pronged approach across regulation, operations and enforcement, collaborating with stakeholders to combat unlawful activities and further ensure the integrity of the MPF System.
