MPFA launches publicity and public education campaign to remind employers of their MPF obligations
The Mandatory Provident Fund Schemes Authority (MPFA) has launched a publicity and public education campaign to further deepen employers’ understanding of their obligations under the Mandatory Provident Fund (MPF) System and to ensure their compliance with MPF legislation.
The campaign has three parts: (1) the launch of the Good MPF Employer Award, (2) a comprehensive Employers’ Handbook on MPF Obligations, and (3) a video series on the employers’ obligations which presents the information in a light-hearted and easy-to-understand way.
MPFA Chairman Dr David Wong, Commissioner for Labour Donald Tong and leading figures from six supporting employer associations and two labour unions officiated at a ceremony today (25 June) to mark the launch of the campaign. A list of the officiating guests is at the annex.
Speaking at the ceremony, Dr Wong said, “The MPF System is one of the major pillars for retirement protection in Hong Kong. It is an employment-based retirement protection system which helps the working population save for their retirement needs through contributions made by both employers and employees.”
He pointed out that employers played an important role in the MPF System and that for over a decade, the MPFA had been enhancing employers’ knowledge of their MPF obligations through different publicity and public education initiatives. He said the purpose of this campaign was to further deepen employers’ understanding of their obligations and to encourage them to provide even better retirement benefits for their employees.
“We understand that many good employers in Hong Kong place a high value on their employees’ retirement protection,” he said. “In addition to being compliant with MPF legislation, they provide their employees with retirement benefits that are above the legal requirements.”
The launch of the Good MPF Employer Award this year is to recognize employers who are exemplary in caring about and enhancing the retirement protection of their employees, he explained.
The details of the three components of the campaign are as follows:
I. Good MPF Employer Award
The purpose of the Good MPF Employer Award, which will be an annual award, is to promote and foster employers’ compliance with MPF legislation; encourage employers to provide better retirement benefits for their employees; and recognize employers who are exemplary in enhancing the retirement benefits of their employees.
Any employer may apply for the Award, and employees may nominate their employers for the Award as well. The application or nomination deadline for this year’s Award is 31 August 2015. The results will be announced in September 2015. Details of the Award can be found in its publicity leaflet or on its webpage.
II. Employer’ Handbook on MPF Obligations
To help employers better understand various MPF legislative requirements and handle MPF matters properly, the MPFA has produced a comprehensive Employers’ Handbook on MPF Obligations, which is designed to be a kind of “encyclopedia” of employers’ obligations and to serve as a useful reference for employers.
The Handbook will be distributed to employers through employer associations, and it is now available on the MPFA website.
III. Video series on employers’ MPF obligations
The MPFA has produced a six-episode video series covering six major topics from the Handbook with the aim of helping employers get a good grasp of their MPF responsibilities in a fun and easy way.
The videos are now available on the MPFA website and YouTube. They will also be shown at talks and seminars targeting employers which the MPFA organizes or participates in.
The MPFA has set up a dedicated webpage on the three initiatives, where you can learn more about the Good MPF Employer Award, read the Handbook or watch the video series.
